ESOS Phase 4 changes
After the UK’s Government’s Energy Saving Opportunity Scheme consultation, many changes have been introduced to support & enhance carbon reduction and cost savings as well as drive the standard and continual improvement of compliance.
Who needs to comply with ESOS Phase 4?
If your organization is:
- Registered or based in the UK or a UK establishment.
- Employs 250 people or more.
- Has an annual turnover greater than £44m, and an annual balance sheet greater than £38m.
- Corporate groups that contain at least one large undertaking.
- Not-for-profit organizations that meet the large undertaking criteria.
Phase 4 is shaping a new, more resilient Government approach and will change the ESOS balance sheet and turnover thresholds in alignment with the (SECR) Streamlined Energy and Carbon Reporting. Although there are benefits of combining SECR & ESOS this in turn will drive the requirement for further reporting from more organizations that will fall into scope.
What are the new requirements for ESOS Phase 4?
There is the potential for many new changes:
- There is a strong emphasis on Net Zero, ESOS Phase 4 could require organizations to demonstrate their commitment and the actions they are taking to achieve decarbonization.
- Organizations will likely need to identify the risks associated with moving to Net Zero and consider carbon reduction strategies. There may also be the need to develop a carbon reduction plan (CRP).
- The Government will release information and guidance on site audits and organizations may be expected to increase clarity and guidance on site audit sampling, including most likely a minimum threshold for both the number of buildings audited and percentage of total energy consumption sampled.
- All reports will need to meet ISO 50002 or EN 16247 auditing standards. Presently this is currently only a guidance for ESOS Phase 3 but will be mandatory in ESOS Phase 4.
- Display Energy Certificates (DEC) and Green Deal Assessments will no longer be considered as a relevant or acceptable method of demonstration and will be removed as compliance.
- Some of the data will be required to be made public. The reports will also need to improve the monitoring and quality of the data collected.
- Following (SECR), it could well become mandatory for some data, such as carbon reduction targets and net zero assessments to be made public.
ESOS Phase 4 is looking like it will involve a significantly larger undertaking & resource for organizations compared to ESOS Phase 3.
With the SECR alignment and the Governments 2050 target getting ever closer, it is hoped that this will drive organizations to take ownership and planning for Net Zero and their decarbonization using demonstrated and evidencable pathways.
