The UK Government Procurement Policy – PPN 06/21
UK Government Procurement Policy Note 06/21: Taking account of Carbon Reduction Plans in the procurement of major government contracts.
What is PPN 06/21?
PPN 06/21 – The UK Government Procurement Policy sets out how to take account of ‘Carbon Reduction Plans’ in the procurement of major central government contracts.
What is in the detail?
In 2019, the UK became the first major economy to adopt a legal commitment to achieve ‘Net Zero’ carbon emissions by 2050. To support this, the Government Commercial Function has developed a new commercial policy measure for all central government departments and arm’s length bodies.
This measure requires suppliers bidding for major government contracts to commit to achieving Net Zero by 2050 and publish a ‘Carbon Reduction Plan’.
The Uk Government Procurement policy purpose is to ensure organizations which are bidding for large contracts are taking ownership of their responsibilities for their actions to minimise their impact on the environment and can demonstrate their commitment to reducing their carbon footprint and clearly show the steps that they are taking towards decarbonization and net zero.
What are the benefits of adopting the PPN 06/21 – The UK Government Procurement Policy?
Adoption of this policy can bring many benefits and add value to an organization where it allows suppliers to be competitive by being able to bid on larger Government contracts.
The policy is a catalyst for potential cost savings and alignment with it enhances confidence to stakeholders, potential and existing clients through transparency and visibility of the processes and methodology being adopted and enacted.
Who is PPN 06/21 aimed at?
All suppliers effectively bidding for contracts of £5 million per annum or above fall under PPN 06/21.
What steps do we take to comply with PPN 06/21?
Companies need to measure emissions. They need to risk treatment plan to reduce emissions and report on their emissions, performance and continual improvement of such.
How can we support?
Our ‘Carbon Catapult’ team work with and support the implementation of carbon standards such as ISO 14064-1, ISO 14068-1 and PAS 2060.
Supplier organizations that require compliance with PPN 06/21 are able to demonstrate this through the requirements & implementation of the methodology of ISO 14064-1 moving forward to GHG inventory verification. This includes the verification of the organizations carbon footprint, risk treatment planning and the relevant reporting against scopes 1, 2 and 3.
PAS 2060 verification for carbon neutrality and ISO 14068-1 the standard for climate change management (which works in harmony with other GHG & carbon standards) also satisfies the requirements of PPN 06/21 through their monitoring, measuring, reduction and reporting framework for the pathway to carbon neutrality and decarbonization.
Our ‘Carbon Catapult’ team can support your supplier journey by navigating the pathway to compliance together with you, finding the solutions that best fit your organization to achieve successful supplier requirements, net zero conformance and meet the requirements of PPN 06/21.
